Godzilla Movies never appeal to me, EVER, I Don't feel the need to watch gigantic animals killing people.
Also, Those are definitely goggles Sondo is correct with that, But other than that either of your descriptions could be right. They could be the goggles of a Fighter Jet Pilot, With the thing being a missile from another Jet, That would also explain why the lizard appears to be lower than whoever is wearing the goggles.

I actually really like the idea that he's underwater, it would be awesome to watch a scene where someone's going down into the murky depths only to drop a flare and see this giant leviathan beast down there. I don't think that's what's going on though, a flare wouldn't provide that much illumination and unless it's a shipwreck I can't see those objects next to Godzilla as anything other than city structures.

That sounds totally badass but to me that looks like a cityscape to his right there, off to the side of his face. I don't know, but it definitely looks underwater to me.

I don't know, but it definitely looks underwater to me. So he is a water type. Even in the original it was well established that Godzilla was an ocean creature. Little known fact: He's actually based on a whale.

Squirtle is his cousin, They grew up together often playing together at family BBQ's but one day Squirtle didn't show up, He had died. Godzilla grew angrier and angrier at the death of his cousin as the years went past, Eventually going on the insane rampage that'll be documented in his life story "Godzilla 2014"

I've explained the reasons why I think it's a picture of him crawling around a city, I just don't hear any evidence for why I should think it's a picture that's supposed to be taken from underwater. What's lighting his whole body up like that? What are the structures by him?

To be honest it just looks like he's crawling on all fours to me, maybe as a result of him being knocked down by a military volley. Even if his body IS in a snakelike position (which I grant that it may be, that's just not what I'm able to make out) that alone isn't enough to prove that he's underwater.

If he's crawling around on the ocean floor where there's no natural light it would take an immense artificial light source to cover a creature of that size. He's basically as large as the Titanic, if not bigger, and they can't light any more than about ten feet of that shipwreck at one time. Are you talking about a periscope?

If you look from the very left of the image over you can see his spines and such going in a snake like pattern.
