Depends on the artist, but oftentimes, she's not... but even if she were, it's not that crazy. A woman six inches taller than average would only be 5'10"... most male super heroes are over 6' tall.

The only Batman cartoon that I'm aware of in the 1990's was Batman: the Animated Series and that was not "anime" by any stretch of the imagination.

Tge most obvious flaw with Bruce to me is the whole "He put on a suit and trained his body to physical excellence to protect a city. The older I got I realized there's so many more practical ways to do that" And the lack of charachter development. His parents dying is basically the only justification for his whole crusade against crime and he never really grows along the way. But at least the majority of the villians are kinda interesting

But at least the majority of the villians are kinda interesting Batman is "just a man" yet has physically spanked virtually every major hero in the DC Universe. Batman refuses to accept help in his mad crusade from anyone he hasn't personally trained.... and most of them, he tosses aside like garbage the moment they show the slightest inclination to disagree with him on anything. Batman's plans are always flawless. Even when they seem to fail, it's because he planned it that way all along ... I could go on, but basically, nobody over the age of 8 should be excited about such an obvious walking Deus Ex Machina. He's a turd.
