I'd like to think it's "the internet effect." Wrestling fans are mostly stupid sheep. Two decades ago they cheered who the companies told them to cheer. Now they cheer who the internet tells them to cheer. So in short, all of the WWE universe are in fact the IWC? Sort of, but not really. I consider the IWC to be a very specific monolithic group of individuals with shared preferences, etc. The wrestling fanbase in general isn't so unified... but we do tend to get our information more from the internet and our own conclusions than from what the company wants to present us, as in the "good" old days.

If it was real then I would put my money on HHH, Vince, Stephanie, Batista or Orton ... based on what? Vince, Steph, and HHH laugh all the way to the bank when the fans bitch about how awful they are. They have ZERO reason to get defensive. Orton has never shown the slightest inkling to care WHAT the fans think, one way or the other. Batista isn't literate.

Orton wouldn't, and shouldn't, pat Pittsburgh on the back when they crapped all over his performance. Triple H has no need to send letters to the internet when he can address the situation two minutes into Raw. Stephanie has no need to send letters period. Vince doesn't have to address the situation at all, he's above it and we're beneath him. One would think Batista wouldn't wallow in anonymity.
Because the letter defends Rey, that's the only reason I believe it to be even remotely true and not fabricated to make us cry foul to Vince for the umpteenth time.
