Windows Defender is turned off?

So I go to check my default programs, I click Windows Defender and get

"This app is turned off and isn't monitoring your computer.

If your using another app to check for malicious or unwanted software use Action Center to check that apps status".


So.... I get a laptop, when I first logs in I get a message about how Windows Defender helps to protect my computer...... then finds out it isn't even turned on.

Right... makes sense then.

So... what exactly is the Action Center and how do I turn it on?

Would downloading AVG have anything to do with it being turned off?

I believe windows defender is just a default programme for viruses and such. My computer came pre-installed with Norton and as soon as that trial ended i downloaded the free version of AVG and have had no problems since.
