SHIELD agents storm the parking garage. Rick kneels, putting his hands on his head. I'm tired of running. I give up!
2 agents put handcuffs on Rick before grabbing him by the arms and forcing him out of the building and into a black 4-door van.This is what is known as "God Modding" and it's not how the game works. Each player is responsible for their character only, and does not control NPCs. That's the job of the GM.. I understand that waiting for something to happen to your character is not the most exciting thing in the world, but patience is the name of the game.

Yes that would be that patience thing we talked about. ... not that there's anything stopping you guys from having a conversation until then. Ignoring characters whose players aren't posting in a rapid conversation is an artform in PbP roleplaying 8)

Yup. At least you guys can talk to each other. You can do stuff too. Try hiding. Say that you see people (though don't say their actions) and etc. Correct. You're the only one that can take actual actions without freezing up everyone else 8)

Can I make debris fall from the ceiling or does the building count as an NPC? Players just control their character, not the environment (unless they have a power that lets them control the environment, and even then, they can only attempt to do so, they can't determine the outcome)

Think of it like a video game. You've got control over your character. Unless you've got some specific way of making things happen, they don't happen. If you're a Telepath you can attempt to make a guard look the wrong way. If you've got a rock, you can throw it at a window. Etc. What you can't do is "hack the game" and take control of things that your character has no means of effecting.
Even if you do have some way to make things occur, just like in a video game, you can only make the attempt, not determine the outcome. That's what the stones you invest do. They tell me how much "effort" you can and are willing to put into something you're attempting. I compare that against the difficulty of the task, and work from there. Back to our rock-tossing example; you might very well break the window, but you have no way to control how loud the break is, how many pieces the glass breaks into, etc.
The GM is the games "AI." Within certain boundaries, they determine how things happen (those boundaries being fun factor, story requirements, and the rules, in that order, if you're dealing with a good GM)
