Also, isn't Magneto's helmet resistant to Sinestro's fear ring crap?

Silly debate is silly. In comic book battles winners and losers aren't determined by who is "more powerful", particularly given that power levels fluctuate wildly even from issue to issue.
The general rule is this; Under normal circumstances, the more important/popular character wins. Ergo; Magneto is a Tier 1 villain, Sinestro is Tier 2 unless it's the Fear Itself storyline, and sometimes even lower than that (seriously, anybody remember that just a few years ago this "major badass" was getting slapped around by third rate Green Lanterns like John Stewart and Guy Gardner?). Magneto destroys Sinestro, period.

I believe there was a quote from someone who worked on either Star Wars or Star Trek that was asked whether the Enterprise or a star destroyer would win in a fight. This person then answered with something along the lines of "It depends on the storyline." I can't remember who it was, nor can I find their exact words. The first rule is "under normal circumstances, the more popular/important character wins." The second rule is "the winner will be whomever the story needs to be the winner." In a straight-up, no "story dictates the outcome" fight, I'd give it to the Joker just because Joker is a Batman villain and therefore essentially unstoppable except by The Batman.
