Out of fear that someone will learn and rise up against you? How do you correct this problem? Simple Get rid of books. Or at least ones that promote intelligent ideals

Or at least ones that promote intelligent ideals No, you don't get rid of books entirely. You manipulate books so that they support your ideals. You limit the education system. You make sure to enforce the caste system. You get rid of technological improvements on peoples lives, and make sure that they stay busy so that they do not have time to conspire. Finally, limit the language.

Although I'm sure Orwell knew no one could implement what he had in mind plausibly He supported socialism, and in fact showed support for it in 1984, but then said how the idea had been ruined by those who sought too much power. Of course he didn't really think of the lack of motivation...

1984 doesn't really describe world domination. It describes how to control the world once you've already taken over.
... and Brave New World is the unquestionable king of "how to set up a self-perpetuating control scheme."
